Organization: Philconstruct Mindanao 2014 a wrap; Senator Lacson graces kickoff

Philconstruct Events, Exhibitions and Conferences Corporation (PEECC) reached another high as it successfully held the 5th Philconstruct Mindanao last September 4 to 6 at the SMX Convention Center in SM Lanang, Davao City.

 

 

Over 200 companies joined the exhibition show to feature cutting-edge materials and equipment in the field of construction, as well as to provide a venue for industry professionals to share their knowledge and best practices with one another.

 

The second leg of this year’s Philconstruct series, Philconstruct Mindanao 2014 kicked off last September 4 with Senator Panfilo “Ping” Lacson as Guest of Honor.

 

 

In his speech, Senator Lacson told about the rehabilitation and reconstruction efforts currently being undertaken by the government in areas devastated by Typhoon Yolanda, particularly his fight against the proliferation of substandard materials in infrastructure building.

 

He reported that as the rehab czar tasked by President Benigno S. Aquino III to oversee the rehabilitation and reconstruction efforts in 171 disaster-stricken cities, he established the Infrastructure, Resettlement, Livelihood, Social Services and Support clusters to facilitate his program.

 

He said that last August 1, he submitted an 8,000-paged Yolanda Comprehensive Rehabilitation and Recovery Plan (CRRP) with funding of P170.9 billion to President Aquino, which involved the plan to create a unified multi-hazard map that will allow LGUs to better view coincidence hazards in their respective areas. Through this map, he said planning will become more strategic and geographically targeted.

 

He also shared about the tool he dubbed as EMPATHY, short for Electronic Monitoring Platform: Accountability and Transparency Hub for Yolanda which covers all pipeline, ongoing and completed projects in support of Yolanda recovery.

 

He said same platform will eventually be used to monitor all types of government projects to promote transparency and accountability.

 

As he closed his speech, Senator Lacson urged the private sector to take up significant roles in the plan.

 

“I call upon you to assist us by taking up roles in the rehabilitation and reconstruction efforts. Rehabilitation efforts require us to guard not just against substandard materials but also degrading moral fiber. Know how and where the money goes,” he said, adding that one of his main goals as the rehab czar was not just to restore but to surpass the quality of life during pre-Yolanda.

 

The said ceremony was attended by members of the Philippine Constructors Association, Inc. (PCA), Davao Constructors Association Center, Inc. (DCACI), Philippine Society of Ventilating, Air-Conditioning and Refrigerating Engineers, Inc. (PSVARE), the Association of Carriers and Equipment Lessors, Inc. (ACEL) and representatives of some of the major sponsors, including Pacific Paint (Boysen) Phils., Cemex Philippines, Hilti Philippines, Inc. and Holcim Philippines.
