Traffic Bill to give special powers to DOTr Chief

The secretary of the Department of Transporation (DOTr) will be granted with "Special Powers" as the alter-ego of the President, this is according to the proposed and revised House Bill 4334, also known as "Traffic Crisis Act of 2016 Maki-isa. Makisama. Magka-isa."

The traffic chief shall have supervision and power over traffic agencies such as the Metropolitan Manila Development Authority (MMDA), the Cebu Coordinating Council, the Philippine National Police Traffic Management Group, the Land Transportation Office, the Land Transportation and Franchising Regulatory Board, the Road Board, the Davao Traffic Administrator and other related agencies.

Led by Catanduanes Rep. Cesar V. Sarmiento, the bill was filed at the House of Representatives in response to the worsening traffic congestion in three mega cities in the country- Davao, Cebu, and Manila.

Sarmiento also disclosed that HB 4334 have consolidated the materials and references from the 10 hearings conducted over the past months but it would still go through a technical working group committee deliberation on Nov. 23.
